The police have been known to arrest burglars but they do not arrest playable Sims in The Sims or The Sims 2.
When a Sim calls a false alarm to the police they get a warning[TS] or fined.[TS2] The police will also pick up runaway teens and return them home[TS2] and children and teens out after curfew.[TS2][TS3]
In The Sims 3, a Sim can get arrested if they work in the criminal career. While in jail, the Sim can choose to sit there, work out, meet friends, or play dominoes.
