The Hammer of the Mechanical Arts is a hammer obtained during The Seven Mechanical Arts, a blacksmith-only quest. The choice between making the hammer and a seal is the final choice of the quest; picking the seal grants a Legendary Trait, while picking the Hammer grants the Hammer of the Mechanical Arts, and nothing else.
