Hugh Bailey is a pre-made adult Sim and a castaway on Felicity Island, one of the neighborhoods shipped with The Sims Castaway Stories. He is one of the survivors of the Queen Solomon and gets standed at the Barren Banks. Hugh is initially found there by the protagonist in the Shipwrecked and Single story, along with most of the other survivors; Gina Gibson, Sandra Barnham, Robby Smith, and Emma Langsford.

At the end of the story when the helicopter arrives, Hugh, Gina and Sandra appear to be finally rescued. However, they get dropped back on the island for getting on the pilot's nerves. Hugh's family bio implies that he "nearly crashed the escape helicopter in a struggle over the radio". He will be found in the neighborhood's family bin when the story is finished.

Hugh has the Fortune aspiration and the Libra zodiac sign. As far as personality goes, Hugh is extremely nice, but also quite lazy and sloppy. He has no skill points and his interests will be randomized when he first appears in-game.

Even though none of his facial features use any of the broken Maxis face templates in Create a Sim, when Hugh grows into an elder, it becomes clear that his facial features are nonetheless broken.
