Fran Foofaraw is a pre-made Sim residing in SimValley with her roommate, Freddy Foofaraw in The Sims for console. She is first met by the player's Sim in level 3. She is one of the most recognizable characters from The Sims console. She is interested in Money, Politics, and Sports. (Despite her bio implying she is interested in Travel and The '60s, this is actually not the case in gameplay). Fran also appears in The Museum multiplayer game.

Fran was originally meant to play a major role in The Sims Bustin' Out (possibly as a playable roommate). However, for reasons unknown, she was removed from the game and her model was changed to be the default model of the female Sim in Create a Sim.
She is similar to Jayde in The Urbz: Sims in the City, as postergals, appearing in multiple promotional images, several trailers, and default models of the female Sim in Create a Sim for their games respectively.
Fran does appear in the intro of The Sims Bustin' Out kissing Bing Bling while riding with him on his Scooter.
Fran also appears in the end of The Sims Bustin' Out, she is in the crowd of Sims that runs over Malcolm Landgraab.
It is unknown what Fran's role was to be in The Sims Bustin' Out, but judging by a picture found of Fran posing with Bing and Mona Lott, it's possible Fran was to be Bing's girlfriend who lives with him and Mona in the Club Rubb.
Fran's model in The Sims Bustin' Out is used for the character Nora Zeal-Ott in the handheld version.
Her last name may have been a reference to a generic cheerleading cheer. However, any connection was a reference to her appearance, primarily her hair.
In The Sims (console), Freddie is implied to be her boyfriend, as her biography suggests, however, they are only listed as being roommates
