Sam Bagley is the patriarch of the Bagley family criminals. He is Ma Bagley's deceased husband and the father of Rhoda Bagley and Sherman Bagley. He died before the start of the game, and is buried in Old Town Cemetery. Oddly, Sam has the Unlucky trait, yet he died by drowning. Normally, unlucky Sims cannot die by any means other than old age.

He may be a spoof of Ma Barker's husband, George Elias.
