On Vacation, some Sims want to take Tours. Each location has three local tours. The Tour Guide NPC will stand near the lot's phone booth allowing your Sim to interact with him to take a tour. Tours cost §100, §200, or §300 per Sim. Each tour will produce a Chance card. Sims can gain money, skills, or a treasure map to a secret lot if the outcome is good. If the outcome is bad, Sims can lose skills, get poison ivy, etc.
