EA will be reintroducing basements to the world of The Sims, as revealed in the The Sims 4: Get to Work Retail Trailer. In fact, you'll be able to get two level basements, as well as an additional above ground floor! It won't be specific to Get to Work, though; even if you don't own that expansion pack, you should be able to get basements via a patch or update. It may come out around the time Get to Work comes out. That's about half-a-month away, so be patient!
New patch coming out March 31st!
A patch will be coming out for The Sims 4 on March 31 — the same date the Get to Work expansion pack is coming out. In addition to the two-level basements and one additional above-ground story to build on, as mentioned above:
The ability to move all the content on a lot (Picks up everything on the lot and moves it around the lot. Anything moved outside the boundaries of the lot will be "sliced" off, like cheese)
The ability to download houses that are larger than the size of your lot, and to decide which parts of the house to keep
You will now be able to see who's following you in the Gallery.

Hopefully I didn't miss anything! You'll have to wait until the end of this month to get your hands on the new expansion pack. If you can't wait to start a Sim business, you can go back to The Sims 2: Open for Business and start a business there... that'll hold you over until then. Hopefully!
